First things first, when you get this error, you should reboot the machine 1-2 times. Then try to run System File Checker scan. If the problem still persists, you can try these steps below to fix up this problem:
Step 1. Press Windows Key + R then put sysdm.cpl in Run dialog box. Click OK to open System Properties.
Step 2. When System Properties window appears, you go to System Protection tab and click Configure.
Step 3. In the System Protection window, select Turn on system protection. Then you erase previously created restore points by clicking Delete button.
Step 4. If the confirmation prompt opens, you click Continue. This will delete all restore points on this drive. This might include older system image backups.
Step 5. You can now close System Properties window.
Step 6. Next, press Windows Key + R then put services.msc in the Run dialog box, click OK to open Services snap-in.
Step 7. In Services snap-in window, you find Volume Shadow Copy service and right-click on it and click Stop.
Step 8. Moving on, again do a right click on Volume Shadow Copy service and click Start this time.
Step 9. You can now close Services window then retry to create System Restore point.
