Let me explain first what is NullDC emulator?
nullDC is an open source Sega Dreamcast and NAOMI emulator for Windows, developed by drk||Raziel (currently under the nickname skmp) and ZeZu. It was released under the MIT license.
nullDC requires Visual C++ runtime libraries, DirectX 9.0c and optionally WinPcap for modem emulation. BIOS files are also needed. It has a plugin architecture, with several alternative implementations (some ported from Chankast) for graphics, sound, reading games burned to CD-ROMs (it cannot read GD-ROMs directly) or disk image files, memory cards, etc.

How To Download and Setup NullDC Dreamcast Emulator For Windows 10/8/7
Step 1. To begin, download NullDC 1.0.4 emulator and Dreamcast BIOS (All Regions). You can save them where you wish on your PC.
Step 2. Create the NullDC emulator folder.
Step 3. Get the NullDC file you downloaded, put all those files into your NullDC folder.
Step 4. Get the Dreamcast BIOS files you downloaded, drag all the files in the Dreamcast BIOS folder into the data folder on your NullDC folder in the data subdirectory.
Step 5. You need to get a ROM file next.
Make a ROM or game directory in your NullDC folder. I will call my folder ROMS. Put all your ROMS in that folder.
Step 6. To run NullDC emulator, double-click on “nullDC_Win32_Release-NoTrace.exe“.
Well done! All you need now are some ROMS and you are ready to go!
Notes: Make sure to install the required Visual C++ 2010 and DirectX 9c Runtimes.

If you get errors when trying to start the emulator you might have old and/or different versions of the runtimes mentioned earlier. In that case, you will have to install the said runtimes from the links above.
