The issue is most likely that the ISO file has had the sparse flag attribute set. The sparse flag is supported in NTFS file system that allows more efficient use of disk space by not writing zeros in a data stream. So, in order to fix this problem, you simply remove that sparse flag to mount the ISO.

How To Fix “Couldn’t Mount File” Error in Windows 10
Method 1. Copy & Paste the ISO file
Before you attempt anything else, I would recommend you copy the ISO to your desktop or a different folder and try mounting the copy instead. 99% of the time simply copying the file to the different folder will resolve the “Couldn’t Mount File” error.
Method 2. Using Command Prompt
To get rid of the sparse flag, you can open a PowerShell as administrator and enter these commands:
fsutil sparse setflag {Path to the .iso file} 0
fsutil sparse queryflag {Path to the .iso file}
After the command is successfully executed, the error is gone.

Method 3. Using Daemon Tools Lite
You should be able to fix the “Couldn’t Mount File” error by using Daemon Tools Lite. Daemon Tools Lite allows you to mount all known types of disc image files.
Step 1. Download and install Daemon Tools Lite from this source.
Step 2. After installation, launch it.
Step 3. You can now mount ISO files perfectly.
