How To Download Citra 3DS Emulator for PC on Windows 10/8/7
First, you will need to have installed the Visual C++ Redistributable for Visual Studio 2015. Download the x64 and x86 version, install both.
Step 1. To download Citra, visit the Official Citra website. Then click on “Download for Windows, Linux, and Mac” button.
Step 2. Download the latest build for your Windows.
Step 3. Once the download is over, open up the CitraSetup application by double-clicking the .exe.
Step 4. Follow the on-screen instructions to complete the install.
Now you can launch Citra by simply opening Citra from your Start Menu or the auto-created Desktop shortcut.

To play 3DS games on PC using Citra 3DS Emulator, go to File > Load File… choose your game (go the location of the folder with your 3DS games).
To get the 3DS games, you can try to use Wii U USB Helper. Wii U USB Helper will help you download Wii U and 3DS games/DLC straight from Nintendo’s servers. But, in order to use USB Helper to download your games, you will need to have system title keys for 3DS games.
