Step 2. Ensure your login user has Full control to edit WidevineCdm folder.
1. Press Windows Key + R then type %userprofile%/appdata/local in the Run dialog box. Click OK.
2. Once a new window pops up, navigate to Google > Chrome > User Data.
3. In User Data folder, locate and right-click on WidevineCdm to select Properties.
4. Go to Security tab, and then make sure that your login user is allowed with Full control.
If it’s not, click Edit… to change the setting. Uncheck the box of Deny catalog, then click Apply to apply changes and OK to exit.
Then try to update WidevineCdm in chrome://components and then check it work or not. If not, go to Step 3.

Then go back chrome://components to check for update WidevineCdm again.
