Step 1: Open your picture using Photoshop.

Step 1: Run Photoshop. Click the File menu, select “New” to create a new image.
Step 2: On the Character pane, click the Underline button (which looks like the underlined letter “T”). If you cannot find the Character pane on your screen, click the Window tab and choose Character. You can also select the text font and color on thí pane.

Method to create highlighted text in Photoshop
Step 1: Take a screen capture of the text section you want to highlight and open it in Photoshop. Choose the Brush tool from the toolbar or pressing B on the keyboard. A standard round brush will work, but a market brush can make it look more realistic. You can download such set of brush online and install to your system.
Step 2: From the tabs on the top of your screen, select Layer > New > New Layer or use the keyboard shortcut Shift + Ctrl/Cmd + N to create a new layer. You can rename this layer “Highlight”. Before proceeding to the following step, make sure you are on the new layer (“Highlight”) and not on the layer with the screen capture.
Step 3: Select the bright yellow color. Drag the brush over the whole content while holding down the Shift key to make the line straight. Make sure to cover the entire text with color.
If your text contains two lines or more, Photoshop may attempts to connect the recently highlighted line with the next one. To fix this problem, you can undo it by pressing the keyboard shortcut Ctrl/Cmd + Z, then paint the line again.
Step 4: Once all the text you want to highlight has been covered with color, right-click the “Highlight” layer and choose Blending Options. Under General Blending, select the Multiple blend mode from the drop down menu. You can also modify the opacity if you want to.

Notes:
- Your content should be in a text layer in order for these methods to work. If the text you are trying to underline is a piece of an image, you cannot use these techniques to underline it in Photoshop.
- The same method can be applied to omit underline from any text in a text layer
- To underline only a part of the text, select that particular section instead of the whole text. The instructions above on how to underline text in Photoshop can be done with or without the entire text layer.
